To enter the Russian Federation a foreign citizen must present a valid identity document which is validated in this quality by the Russian Federation and the visa if other entry procedure is not established by the international agreement.
The procedure, processing and issuance conditions are established by the Statement on visa form, procedure, visa processing and issuance, extension of the validity period of the visa, reissuance if lost, and cancellation policy which is approved by the Resolution of the Government of the Russian Federation of July 9, 2003 under No. 335.
To get the Russian visa a foreign citizen which has a reason for visa issuance should submit to the diplomatic mission or consular institution of the Russian Federation the following documents:
• Valid identity document which is validated in this quality by the Russian Federation
• Filled application form for a visa with a photograph
• Medical insurance certificate which is valid on the territory of the Russian Federation
• If a foreign citizen applies for a visa with validity period exceeding 3 months, he/she should additionally present the certificate of absence of HIV infection.

The amount of consular fee for visa processing is defined on a reciprocal basis. Consular fee for visa processing is 35 euro for EU countries citizens, in case of urgent visa processing (not exceed 3 days) it increases twice.
