    RBC reports that starting from April 10 Russia launches the system of refund of value-added tax (VAT) for foreign citizens in the pilot mode. The citizens of foreign states that are not the members of EU EZ can use the tax free system. In order to return the tax, visitors must make a purchase on the sum of at least 10 thousand rubles including tax.

    According to the law, foreign guests will be able to compensate the tax up to 18%, not considering the commission of a tax free operator. But while the project is being launched in the pilot mode, the return will be only 10-12% of the cost of the goods.

    The system will be tested in Moscow, St. Petersburg, Sochi, Veliky Novgorod, Kaliningrad, Vladivostok, Nizhny Novgorod, Kazan, Samara, Saransk, Volgograd, Rostov-on-Don, Yekaterinburg. In total, there are about 60 settlements in the list, including the cities hosting the 2018 World Cup. The system will start working much later on the territory of the whole Russia: only by the end of 2018.
