  • Moscow and the Moscow region announced six strategic projects of the region

    The capital administration will continue to cooperate with Pskov and Vologda regions and will assist several industrial enterprises.

    Within the framework of the Russian Investment Forum conducted in Sochi, the Government of Moscow and the Government of the Moscow Region signed the agreement on the strategic development of the Moscow region. Moreover, the Government of Moscow and the administrations of the Pskov region and the Vologda region signed the agreements on trade, economic, scientific, technical and cultural cooperation.

    Moreover, they signed the agreements on cooperation with CJSC Renault Russia (in the field of development of production of vehicles in Moscow), with CJSC Biocad (in the fields of economy, industry development and innovation), with LLC Bright Way Industries (in the field of industry development).

     

    Strategic projects of the Moscow region

    The first agreement was signed by Sergei Sobyanin and the governor of the Moscow region Andrei Vorobyov. The duration of the agreement is up to 2025. It defines six strategic projects for the development of the region.

    "Moscow agglomeration is one of the largest in the world. More than 20 million people are constantly living on the territory of Moscow and the Moscow region, millions of Moscow residents and residents of the Moscow region move to work every day, go to county houses, interacting in the same cultural and social space. Generally speaking, we have long been a single economic and social space, a single integrated unit. And it is very difficult for the regions to develop without joint efforts, coordination of actions, development of joint programs," - Sergei Sobyanin said.

    In particular, it is planned to develop industrial potential creating new and modernizing existing production facilities, expanding exports, creating high-tech jobs and objects of industrial and technological innovation infrastructure.

    The "Clean Water" project will also be developed. It includes carrying out joint activities to improve the quality of drinking water on the territory of the Moscow region, preserving reserves and sources of fresh water and providing residents with quality clean drinking water.

    In addition, special attention will be paid to ensuring the protection, reproduction and rational use of natural resources, as well as environmental safety of the inhabitants of the region.

    The development of infrastructure, construction of roads and arrangement of holiday villages will continue. The improvements in the field of organizing summer holidays for children will be undertaken as well.

    Moscow and Moscow region will expand cooperation in the field of improving the level of road safety, public transport services (including the use of taxis) and monitoring the training of drivers and the technical condition of transport. Integration of intelligent transport systems, the development of suburban rail passenger traffic, the creation and development of Moscow's central diameters are on the list. 

    "We are in the same space, and today this agreement fixes very important areas that concern every person who lives in Moscow or the Moscow region," - said Andrei Vorobyov. 

    The agreement was concluded within the framework of the implementation of the decree of the President of Russia "On the approval of the foundations of the state policy of regional development of the Russian Federation for the period until 2025".

     

    Cooperation with the Pskov region 

    The mayor of Moscow and the provisional governor of the Pskov region, Mikhail Vedernikov, signed an agreement on trade, economic, scientific, technical and cultural cooperation between the two regions for five years. 

    "The region is very attractive. It has been actively cooperating with Moscow for a long time in almost all industries. We increase trade turnover, develop cooperation in the field of public health. Over the past three years, 2,500 Pskov residents received high-quality medical care in Moscow,” - Sergei Sobyanin shared. He expressed confidence that the agreement would bring cooperation between the two regions to a higher level. 

    This document is the first bilateral agreement concluded between the two units. It provides for the creation of conditions for expanding interregional cooperation in such areas as transport, information communications, manufacture, trade and services, architecture and construction, housing and utility services, improvement of urban areas, healthcare, education, science, culture, tourism and sport, environmental protection, family and youth policy and others. "I hope that this cooperation will be beneficial for both the residents of the Pskov region and Moscow," - Sergei Sobyanin said. 

    The Pskov region is an old and reliable partner of Moscow. In 2016, the trade turnover between the two regions increased by 24 percent compared to 2015 and amounted to 6.2 billion rubles. 

    "Moscow is our strategic partner. We really want to actualize our cooperation with this agreement,” - Mikhail Vedernikov said in his turn. 

    Moscow supplies passenger cars, gasoline and diesel fuel, fuel oil, cables and wires, furniture, jewelry, medicines, the food products include sausage and confectionery, wines and spirits and tea.

    The Pskov region supplies the following food products to the capital: meat and poultry, sausages, cheeses and cheese products, milk and cream in solid forms, canned fish, as well as electric water heaters, linens, shoes, furniture and ceramic tiles. 

    Moscow and the Pskov region successfully cooperate in the health sector. In 2015-2017, about 2.4 thousand residents of the region were treated in the capital's hospitals. Museums and creative teams of the two regions are actively interacting as well.

     

    Agreement with the Vologda region

    Sergei Sobyanin and the governor of the Vologda region Oleg Kuvshinnikov signed the agreement on trade, economic, scientific, technical and cultural cooperation between the two regions for five years.

    "This is the most dynamically developing region in terms of increasing trade volumes with Moscow. Over the past three years, commodity turnover has increased by 50 percent and has already exceeded 50 billion rubles. This, of course, is a huge success,"- said the mayor of Moscow. He expressed hope that the agreement will be the first impulse for more active cooperation in various fields - tourism, economy, healthcare, education, social sphere.

    The document develops the provisions of the previous bilateral document signed in 2011, and provides for the creation of conditions for expanding interregional cooperation in such areas as transport, infrastructure, information technology and communications, industry, trade and services, architecture and construction, utilities, forestry, healthcare, education, science, culture, tourism, sport, environmental protection, family and youth policy.

    In 2016, the trade turnover between Moscow organizations and their Vologda partners increased by 20 percent compared to 2015 and amounted to 42.7 billion rubles.

    Oleg Kuvshinnikov stressed that Moscow is the most important foreign trade partner for the Vologda region. "We supply premium food products under the "The real Vologda product” brand to all the retail chains of the city of Moscow on the constant basis. Due to this fact, the trade turnover annually increases by more than 10-15 percent and has a great potential for further development. We participate in all weekend fairs that are held for the residents of Moscow and the Moscow region, providing our best goods and products," - he said.

    Moscow supplies cars, elevators, refrigerators, medical products, tires, fabrics, gasoline and diesel fuel, cables and wires, paint and varnish materials, detergents, perfumes and cosmetics, jewelry, as well as food products to the Vologda region, including confectioneries and pasta, flour, tea, coffee, wine, cognac.

    The region delivers the following food to the capital: milk and sour cream, cottage cheese, butter, cheeses, confectionery, poultry and meat, sausages, fish and canned fish, as well as manufactured goods - sawn timber, reinforced concrete structures, agricultural tractors, steel pipes, mineral and chemical fertilizers, cables and wires, furniture and linen.

    Moscow and the Vologda region successfully cooperate in the field of education, health and culture. In 2016-2017, more than two thousand residents of the region were treated in the capital hospitals.

     

    Tax benefits for the Moscow Renault plant

    Sergei Sobyanin and the vice-president, corporate communications director of Renault Group Antoine de La Rochebroschard signed the agreement between the Moscow Government and Renault Russia on the development of motor vehicles in Moscow. The document provides for the extension of existing measures to support the automotive industry up to 2020 inclusive. The company will receive tax incentives to invest in new technologies, equipment, production expansion, the creation of industrial vehicle drones.

    "Stories about the decline in demand for cars and fears of slowing development of automobile production have not come true, and Moscow is increasing its car production capacity," - the mayor of Moscow said. He also added that the automative cluster is very important for the city, and expressed gratitude to the company for the investments coming to Moscow.

    Antoine de La Rochebroschar stressed that the agreement will boost further development of the enterprise and increase production volumes, as well as increase the number of exported cars produced at the Renault plant in Moscow.

    The company also intends to support the attraction of new investors to create modern production facilities in the city for the production of spare parts and components for cars. A separate obligation of the company is training, internships and employment of graduates of the specialized colleges in Moscow.

    At the same time, the city administration will consider the possibility of retaining for income tax and corporate property tax for the automobile industry organizations for the period from 2018 to 2020 inclusive. The agreement also provides for the preservation of the rental rate for land plots where cars are manufactured, at the rate of 0.1 percent of the cadastral value of the land.

    The history of the Renault Group in Russia began in 1998, when JSC Avtoframos was created (now it is CJSC Renault Russia). Nowadays, the Moscow plant is a full-cycle enterprise, where welding, painting and assembly workshops operate. The plant has the highest level of localization of production among foreign automakers operating in Russia (more than 60 percent). The plant has an engineering and technical center and an underground test site.

    "Last year, Renault, Nissan, Mitsubishi sold together more than 10 million cars. We can say that our partnership is one of the largest in the world, as well as Renault, one of the largest car manufacturers in Russia and one of the largest investors in this sector,” - said Antoine de La Rochebroschar.

    He also added that with the help and support of the Moscow Government, Renault Russia participates in the programs on car-sharing, and on behalf of the company expressed gratitude to the Government of Moscow and personally to Sergei Sobyanin for assistance in the development of this sector.

    In 2013, the agreement was signed between the Government of Moscow and CJSC Renault Russia on the development of a car production project in South Port industrial zone in Pechatniki district. For five years, the corporation has invested 14.3 billion rubles in the development of the plant, with more than 613 thousand cars produced. More than 4,3 thousand people work at the enterprise.

     

    Plant for the manufacture of oncological medicine

    Moscow mayor and the general director of CJSC Biocad, Dmitry Morozov, signed the agreement on cooperation in the fields of economy, industrial development and innovation.

    "For the first time in Russia, we have concluded an offset deal with this company. As a result, the plant of this company will be built in our country to start producing about 40 percent of various oncological medicine, most of which are vital," - said Sergei Sobyanin.

    In turn, Dmitry Morozov noted that the agreement is a big responsibility for the company.

    "This is the highest standard in healthcare. It is important for us to participate not only in the construction of the enterprise, but also in further healthcare development programs in the city,” - he said.

    Last October, Biocad became the winner of an open tender for long-term supplies for the city needs of medicine for the treatment of cancer patients. Within the framework of the contract, concluded for 10 years, the investor undertook to create high-tech production on the territory of the capital.

    By 2021, Biocad company plans to open production in Moscow "Technopolis” ("Alabushevo" in Zelenograd). More than 55 thousand square meters of production, laboratory and storage facilities will be built there. The volume of investment in this project will be three billion rubles.

    After completion of 7-year construction, the company will supply 22 types of medicine produced at this plant for the needs of the city (the majority is on the list of vital and essential drugs). The production of at least two of them will include a full cycle with the release of a biological substance. This will allow localizing the production of the best modern oncoprotechnics on the territory of Moscow and increasing the availability of patients with the necessary drugs.

    CJSC Biocad in Russia was founded in 2001. It is engaged in the production of innovative medicines for the treatment of cancer, HIV, hepatitis, multiple sclerosis, and also conducts scientific and clinical research. The company employs about 1,400 people, including more than 650 scientists and researchers. Offices and representative offices of the company are located in the USA, Brazil, China, India and other countries.

     

    Pharmaceutical production

    Within the framework of the forum, another agreement on cooperation and partnership in the field of industrial development was signed between the mayor of Moscow and the general director of Bright Way Industries, Vladimir Shcherbakov.

    "The company, I hope, will create an innovative production of 55 medications, which are extremely important and necessary not only for Moscow residents, but for all Russians. It will expand the range of medicines that are produced in Russia, ma the country less dependent on imported production and creating a basis for the further development of pharmaceutical cluster in Moscow" , - said Sergei Sobyanin.

    In turn, Vladimir Shcherbakov thanked the Government of Moscow for the support provided and promised to create a good enterprise with a special technological production in the capital.

    The company was founded in November 2017 specifically to create pharmaceutical production in Moscow. In the near future, it plans to obtain the status of a resident of "Technopolis" special economic zone in Moscow.

    The company plans to build a pharmaceutical plant that will produce medicines for the treatment of diseases of digestive tract and metabolism, cardiovascular, musculoskeletal, nervous and respiratory systems. The area of the enterprise will be about 30 thousand square meters. It will create at least 356 jobs, and the estimated amount of the investment in the project is 1.9 billion rubles.

    LLC Bright Way Industries is a member of Bright Way Group, which has been successfully operating in the pharmaceutical, veterinary and cosmetic markets of Russia, Belarus, Kazakhstan and Georgia since 1999.

    The group of companies has experience in organizing a full-cycle pharmaceutical plant. In Kurgan, the company for the production of ready-made medicines, LLC Velpharm, which produces more than 60 medications, is already successfully operating.
